e-Delivery (e-Doręczenia) 2026 — what it is, who it applies to and how to set it up

e-Delivery (Polish: e-Doręczenia) replaces the traditional registered letter with acknowledgment of receipt with a digital equivalent that has exactly the same legal effect. Correspondence from public offices increasingly arrives in an electronic mailbox only, so it pays to understand how the system works.

What is e-Delivery?

e-Delivery is the public registered electronic delivery service (PURDE) and the qualified registered electronic delivery service. A message sent through it has the same legal force as a registered letter with acknowledgment of receipt — proofs of sending and receipt are generated, confirming the date and content of the correspondence.

Legal basis

The system was introduced by the Act of 18 November 2020 on electronic delivery. Its goal is to make the electronic channel the default way of exchanging documents between citizens, businesses and public administration, leaving paper as the exception.

Who must use e-Delivery, and from when?

The obligation to hold an electronic delivery address is being introduced in stages, for successive groups:

  • government and local-government bodies and other public entities;
  • regulated professions: attorneys-at-law, advocates, tax advisers, notaries;
  • businesses registered in the KRS (court register) and in the CEIDG (business register).

Deadlines for each group follow the statutory schedule and may be updated — before acting, confirm the current deadline for your situation.

The electronic delivery address (ADE) and the mailbox

At the heart of the system is the electronic delivery address (ADE) — a unique identifier entered into the electronic address database (BAE). An e-Delivery mailbox is linked to the ADE, where you receive and send official correspondence. Once your address is in the BAE, offices are required to send documents there.

How to set up an e-Delivery mailbox

  1. Go to gov.pl or use the mObywatel app and select the e-Delivery service.
  2. Sign in with a Trusted Profile, e-ID or electronic banking.
  3. Apply to create an address and mailbox — separately for an individual, a company or a public entity.
  4. After activation the address is entered in the BAE and you can receive and send correspondence with legal effect.

What does e-Delivery mean for businesses and foreigners?

For a business it means faster document flow and no risk of missing a delivery notice. For a foreigner handling a residence case it is crucial that letters from the voivodeship office or another authority may be delivered electronically, and the deadline to respond runs from the moment the message is opened (or deemed delivered) in the mailbox. Missing such correspondence can mean losing a deadline in the proceedings.

How is e-Delivery different from ePUAP?
ePUAP is an older platform being gradually replaced by e-Delivery. e-Delivery is the new, target standard of registered electronic delivery with the force of a registered letter, intended to cover most public entities and regulated professions.
Is e-Delivery mandatory?
For many entities, yes — public administration, regulated professions and businesses registered in the KRS and CEIDG, according to the statutory schedule. Private individuals may set up a mailbox voluntarily.
How much does e-Delivery cost?
Setting up and using a mailbox within the public service (PURDE) is, as a rule, free for citizens. Fees may apply to commercial qualified providers.
Can a foreigner set up an e-Delivery mailbox?
Yes, if they have a way to confirm their identity electronically, e.g. a Trusted Profile linked to a PESEL number. We help foreigners through this process.
What happens if I do not open a message in the mailbox?
As with a registered letter, after the statutory period the correspondence may be deemed delivered and the related deadlines start to run. It is therefore worth checking the mailbox regularly or entrusting its monitoring to the firm.
