What is e-Delivery? A definition in a nutshell

e-Delivery is a public registered electronic delivery service (PURDE) and a qualified registered electronic delivery service. A message sent through this system has the same legal force as a registered letter with acknowledgement of receipt — proofs of sending and receipt are generated, confirming the date and content of the correspondence. Legal basis

The system was introduced by the Act of 18 November 2020 on electronic delivery. Its goal is to make the electronic form the default channel for exchanging documents between citizens, businesses and public administration, leaving paper as the exception.

Who must use e-Delivery and from when?

The obligation to hold an electronic delivery address (ADE) is being introduced in stages, for successive groups:

  • government and local-government authorities and other public entities;
  • professions of public trust: attorneys-at-law, advocates, tax advisers, notaries;
  • entrepreneurs entered in the National Court Register (KRS) and the CEIDG.

Deadlines are sometimes updated — confirm your deadline at gov.pl/web/e-doreczenia, and for a company at biznes.gov.pl.

The most common mistake: an ignored mailbox

Doing nothing does not stop the clock. As with a registered letter, once the statutory period expires the message may be deemed delivered even if you never opened it — and the related deadlines (e.g. for an appeal) start running. That is why it is worth checking the mailbox regularly or entrusting its monitoring to a law firm.

How to set up an e-Delivery mailbox step by step

  1. Go to the “Obtain an e-Delivery address” service on gov.pl or use the mObywatel app.
  2. Sign in with a trusted profile (profil zaufany), e-ID or electronic banking.
  3. Submit an application to create an address and mailbox — separately for an individual, a company or a public entity.
  4. Once activated, the address is entered into the electronic address database (BAE), and the authority is obliged to send letters there.

e-Delivery and foreigners' cases

For a foreigner handling a residence case this is critical: letters from the voivodeship office may be served electronically, and the deadline to reply starts from the moment the message is received (or deemed delivered). Missing such correspondence may mean losing a deadline in proceedings for a residence card, in a residence legalisation case or for a work permit. Current rules for foreigners are available at cudzoziemcy.gov.pl, at the Office for Foreigners and at the Mazovian Voivodeship Office.
