Residence card in Opole 2026 — case status, office at Piastowska 14, hours, phone and card pickup

In Opole residence cases are handled by the Foreigners Department of the Opole Voivodeship Office at ul. Piastowska 14 — that is where you go for fingerprints and to collect your card, and you check your case status in the portal stansprawy.e-wojewoda.pl. The application is filed electronically in MOS, but the rest of the case happens on site: visit booking through bezkolejki, a ticket from the machine, card pickup strictly in person. Below are the addresses, numbers and hours we checked on the office websites on 6 October 2026. If you would rather have a representative run the case from the start, see residence legalisation online.
Addresses, phones and hours — as of October 2026
The Opole Voivodeship Office serves foreigners in one place — the Foreigners Service Centre on the ground floor of the building at Piastowska 14. The office has no branches or service points for foreigners outside Opole, so residents of Nysa, Kędzierzyn-Koźle or Brzeg travel to the provincial capital:
- registered office and correspondence address: Opolski Urząd Wojewódzki w Opolu, Wydział Spraw Obywatelskich i Cudzoziemców, Oddział do spraw Cudzoziemców, ul. Piastowska 14, 45-081 Opole;
- client hours in foreigners' matters: Monday 8:00–18:00, Tuesday–Friday 7:45–15:15; filing office in the main hall: Monday 7:30–18:00, Tuesday–Friday 7:30–15:30;
- residence legalisation hotline: free 800 033 010 or 77 45 24 543 (also 77 4524 490); office e-mail: bok@opole.uw.gov.pl;
- residence card pickup: 77 45 24 305 or 77 45 24 691 — these numbers tell you whether the card is ready; information point for foreigners in the hall: Monday–Friday 8:00–12:00 and 12:30–15:00;
- office cash desk, where you can pay for the card: ground floor, room 36, Monday–Friday 9:00–14:00.
The office changes hours and numbers through notices on the Migrant OUW portal (cudzoziemcy.e-wojewoda.pl) — in 2026 it announced, among others, a one-day closure of the information point and extra Saturdays for card pickup. How offices in other cities work is described in our article residence card in Łódź, Gdańsk, Opole and Poznań.
Case status in Opole — a portal without a case number
Opole is one of the few provinces where you can check the status of a residence card case online without calling. The Opole voivode launched the portal stansprawy.e-wojewoda.pl for applications filed after 1 January 2024. You need neither a case number nor a login:
- enter your date of birth in year-month-day format and the phone number you gave the office in the application — the system finds the case by that number;
- type the code from the image and accept the portal rules, administered by the Opole Voivode;
- if the system cannot find the case, it is usually a different phone number than the one in the file — a change of number must be reported in writing, and until then you ask about the stage on the hotline 800 033 010.
The portal shows the stage, but not what is missing from the file or whether the official is preparing a refusal. Only an inspection of the file, available to the party and its representative, gives that knowledge. In our cases we check the file and react before a gap turns into a summons with a seven-day deadline.
Booking a visit and collecting a residence card in Opole
Visits to the Foreigners Service Centre are booked through the portal uw.bezkolejki.eu/ouw — that is how you arrange card pickup and filing an application for a replacement card. You arrive about 10 minutes early, take a ticket from the machine and wait to be called. The card is collected in room 56 on the ground floor, with a valid travel document and the previous card; the office sends an SMS when the card is ready, and you can also check on 77 45 24 305.
Your spouse, employer or representative cannot collect the card for you — at pickup the office verifies the fingerprints stored in the card, so attendance is personal, and a child must be present from the age of six. In 2026 the office opened extra Saturdays for card pickup (18 April, 25 July, 29 August and 26 September), only for people with the readiness SMS and a confirmed booking.
Fingerprints and summonses
Since 27 April 2026 applications for temporary residence, permanent residence and EU long-term residence are filed only in MOS, and since 4 May 2026 Ukrainian citizens with UKR status can apply for a CUKR card. Only the foreigner can open a MOS account — a representative cannot log in on their behalf, but can prepare the application and documents for signature. After filing, the office sets a date for personal attendance, when it takes fingerprints and a specimen signature; for a CUKR card you go to the office only to collect it.
The case stands still until the fingerprint visit, so the date in the summons is not worth postponing. Summonses about missing documents come by post to the address from the application — if there is a representative, to the firm's address, and we make sure the reply goes out on time. A paper residence application filed after 26 April 2026 is left unexamined.
Fees in Opole: two accounts and a rule that changed in 2026
Two different fees are paid to two different accounts for a residence case, and the confirmations are attached to the application in MOS — there is no payment inside MOS itself:
- stamp duty for the permit — 340 zł for temporary residence, 440 zł for temporary residence and work, 640 zł for permanent residence or EU long-term residence, 17 zł for a power of attorney — to the account of Opole City Hall at Bank Millennium S.A.: 03 1160 2202 0000 0002 1515 3249;
- fee for issuing the residence card — 100 zł, 50 zł with a reduction — to the account of the Opole Voivodeship Office at NBP O/O Opole: 22 1010 1401 0006 9322 3100 0000, or at the office cash desk in room 36.
Since 5 March 2026 the stamp duty for a residence application is not refunded if the case ends in refusal or discontinuance — the office announced this in a notice of 9 March 2026. A wrongly chosen legal basis therefore costs not only months but also 340, 440 or 640 zł.
How long you wait in Opole and what to do when the office is silent
The statutory term for a decision is 60 days from the completion of formal defects (Article 112a(1) of the Act on Foreigners). The Opole office publishes no statistics of its own, but a parliamentary interpellation of July 2025 described the waiting time for residence decisions in this office as reaching 24 months, and the Ministry of the Interior admitted in reply that the staffing situation is difficult. What each stage visible in the portal means is explained in our article residence card case status — what the stages mean.
Once 60 days pass you can file a ponaglenie (formal demand to act), which goes into the file and obliges the office to respond; if that does not help either, it opens the way to a complaint about inaction before the administrative court. A ready ponaglenie signed by a legal counsel costs 199 zł with us, and handling the case together with the complaint about inaction costs 1199 zł; see the ponaglenie online.
How we handle cases in Opole and what it costs
The law firm Kancelaria Radców Prawnych Bartosz Krajewski handles cases before the Opole voivode remotely. Our office is in Warsaw, but the application goes through MOS, correspondence comes to the firm's address, and the appeal authority for the whole country is the Head of the Office for Foreigners in Warsaw. We determine the legal basis of stay, assemble documents from phone photos, prepare the application, answer summonses and watch the deadlines. You go to Piastowska only for fingerprints and to collect the card. We handle residence legalisation for 2200 zł, or 1900 zł at the promotional rate in online mode; official fees are paid separately.
Already have a summons from the Opole office, or has the portal shown the same stage for months? Send us the letter — usually one conversation is enough to know what to do next. The full scope of our help is described on the page foreigners' cases — a lawyer for foreigners.
