Residence card in Wrocław 2026 — DUW address, 440 zł fee, card pickup and case status

In Wrocław residence cases are handled by the Department of Civic Affairs and Foreigners of the Lower Silesian Voivodeship Office at pl. Powstańców Warszawy 1 — and that is where you go to give fingerprints and collect your card. The application is filed electronically in MOS, but the rest of the case happens on site: Hall A and Hall B, lettered tickets from the ticket machine, summonses by e-mail and the PIO “Przybysz” portal where you track the case. Below are the address, numbers, hours and accounts we checked on the office websites on 6 October 2026. One address for everything: Hall A and Hall B at pl. Powstańców Warszawy 1
The Lower Silesian Voivodeship Office has a single address for foreigners — pl. Powstańców Warszawy 1, 50-153 Wrocław. It is the department's seat, the service point and the mailing address at once, so there is no two-building confusion as in Gdańsk. Two halls operate on the ground floor: in Hall A you take a ticket “Cudzoziemcy → Informacja” (desk 1) or “Cudzoziemcy → Załączniki” (desk 18), no booking needed; in Hall B residence cards are collected. One information ticket covers one case or the cases of one family.
The Lower Silesian voivode serves the whole province: residence applications and cards are also handled by the branch offices in Jelenia Góra (ul. Piłsudskiego 12, tel. 75 722 94 39) and Legnica (ul. Skarbka 3, tel. 76 713 50 06), while the Wałbrzych branch (ul. Słowackiego 23a) accepts only invitations from foreigners according to the office website. Hotline consultants do not say what decision was issued — the status “proceedings closed” in the portal means you wait for the letter. Bookings for filing in person via wizyta.duw.pl have been suspended since 27 April 2026, because applications go only through MOS; before that date the wait for a slot was about three months. The office also runs information Saturdays and evenings under the FAMI project — in Hall A you can then add documents and in Hall B collect a card without booking; a representative handles at most three cases per visit.
Collecting a residence card in Wrocław step by step
The office sends an SMS to the number from the application when the card is ready. Then you have two options: book a slot in the kartypobytu.duw.pl portal (first name, surname, date of birth, e-mail and the last four digits of your passport number as the code; the slot is assigned automatically, one person means one slot) or come without booking with a “K” ticket from the machine.
- wait for the SMS — the card is produced centrally after a positive decision, so extra time passes between the decision and pickup;
- pay the 100 zł card fee (50 zł reduced) only after receiving the decision, to the office account given below, and bring a paper confirmation — the fee can also be paid by card at the terminal at the desk;
- come in person with a valid passport and your previous card; if you have no address registration for more than two months, the card is issued without an address — the declaration is filed within 14 days of receiving the decision.
The most common problem at pickup is not the queue but the data: a typo in the surname, an outdated passport number or an old address in the file. A card with an error goes back to production, and you go back for a new ticket. That is why we check the data in the decision before the card is personalised.
Fingerprints and summonses from MOS 2.0
After filing in MOS, do not come to the office on your own: an e-mail from the office summons you for fingerprints and a signature specimen, and only with that summons do you take the “E” ticket — “Uzupełnienie wniosku MOS 2” — from the machine. Bring your original passport, the printed application with attachments and the official confirmation of receipt. Since 2 July 2026 the office asks not to bring documents without a summons — the exceptions are a change of address and a power of attorney. The most common formal defects in Wrocław are a photo that does not meet the requirements and a passport scan without all pages together with the cover.
The summons arrives by e-mail and has a deadline; whoever misses it sets the case back by months, and a pre-MOS application completed after the deadline may be left unexamined altogether. As the representative we receive correspondence at the firm's address, answer summonses on time and make sure attachments reach the file when the office asks for them — you do not need to take a day off work for every letter.
Fees in Wrocław: 440 zł and 100 zł to two different accounts
A residence case involves two different fees paid to two different accounts, and a transfer to the wrong account is one of the more common formal defects:
- stamp duty for the permit — 440 zł for temporary residence and work, 340 zł for other temporary permits, 640 zł for permanent residence or EU long-term residence — to the account of the Wrocław Municipality at PKO Bank Polski: 82 1020 5226 0000 6102 0417 7895, with a title such as “opłata skarbowa za udzielenie zezwolenia na pobyt czasowy i pracę dla” followed by the foreigner's first name and surname;
- the residence card fee — 100 zł — to the account of the Lower Silesian Voivodeship Office at NBP O/O Wrocław: 41 1010 1674 0005 9222 3100 0000, paid only after the decision, or by card at the terminal at pickup.
Since 5 March 2026 the stamp duty for a residence application is not refunded if the case ends in refusal or discontinuance. A wrongly chosen legal basis therefore costs not only months but also 340, 440 or 640 zł — the next application is paid for again.
Case status: the PIO “Przybysz” portal and your MOS account
Wrocław is one of the few provinces with its own case-tracking portal: pio-przybysz.duw.pl. You create an account, register the case with the application number from MOS, and then see the stage of the proceedings and the notice that the card is ready. The stage is also visible in your MOS account, and details can be requested via the hotline. The portal shows the stage, but not what is missing from the file or whether the official is preparing a refusal. The statutory deadline for a decision is 60 days from completing the formal defects (Article 112a(1) of the Act on Foreigners). Once it passes, you can file a ponaglenie (formal reminder), which goes into the file and obliges the office to respond.
